If you observe ICE/CBP activity, document the situation using the SALUTE framework and forward the information promptly to the rapid‑response network you belong to.
Submit your SALUTE report to the following resources:
- Size – How many agents or officers are present?
- Activity – What exactly are the agents doing? If someone is detained and you know their A‑number and/or date of birth, note it.
- Location – Provide an exact address or intersection. In NYC, include the borough as well as the avenue/street/road, since the same address can appear in multiple boroughs.
- Unit(s) – Identify any letters, patches, or markings on uniforms, jackets, vests, or vehicles. Examples: HSI (Homeland Security Investigations), Police Gang Unit, ERO, CBP/US Customs and Border Protection, CBP Field Operations, POLICE DHS (e.g., CMPD Dept. Homeless Services that are not ICE, versus Federal DHS agents).
- Time – Record the precise time you witnessed the activity. Share this quickly.
- Equipment – List any gear the agents have, such as weapons, flexicuffs, dogs, door‑breakers, LRAD sound cannons, vans, SUVs, etc.
Know Your Rights
- Ask before a search: Law enforcement must have a warrant or your consent.
- Stay silent: You have the right to remain silent; you don’t have to answer incriminating questions.
- Document encounters: If safe, record the officer’s badge number, name, and location.
- Seek legal counsel: Contact a civil‑rights attorney if you believe your rights were violated.
